Tester will light on back of fuse when fuse is open (ignition on). Meter should either show "0VDC", or "battery voltage" when checking both fuse tabs on the back side of the fuse to ground. A battery voltage on 1 side and close to 0 on he other side is a blown fuse. you need to remove the outer tie rod from the knuckle, off the inner rod, and pull the boot off the inner tie rod, and like h8isgr8 said, there is the tab washer to come off as well, the new inner will come with one.
